The timing made the incident especially awkward. Kennedy was announcing the developing National Autism Missing and Endangered Person Alert Initiative, a federal effort designed to help authorities respond faster when autistic people go missing. The proposal would draw from Rochester’s existing law-enforcement practices and seek an AMBER Alert-style framework that can quickly distribute crucial information.
Kennedy stressed the urgency behind the initiative, saying, “Every minute matters” when an autistic child or adult disappears. He said federal, state, and local agencies would work together to improve prevention, accelerate searches, and increase the chances of bringing missing people home safely. “We are bringing federal, state, and local partners together to improve prevention, speed the response, and help bring autistic children and adults home safely,” he said.
Online reaction, however, took the conversation in a very different direction. X users quickly turned the pocket-sized interruption into a running joke, with some calling the ringtone “too on the nose” and others using the quacking sound to poke fun at Kennedy. Journalist Alex Cole joked that the secretary’s own phone appeared to be calling him a “quack.”
And apparently, this particular duck has a history. Kennedy encountered the same ringtone during a January announcement involving his revamped food pyramid, when the phone once again chimed in with its signature quacks.
