Harris shared her statement on X on July 14. She said Guerrero “should still be alive.” Harris noted that ICE acknowledged he was not the operation’s intended target. She said the shooting was unacceptable.
“This cannot be acceptable in America,” Harris wrote. She also called for an “immediate, independent, and transparent investigation.” Harris said that anyone responsible for wrongdoing must be held accountable. She extended her condolences to Guerrero’s family.
Her statement quickly sparked a wave of criticism online. Many users questioned her comments about immigration enforcement. Others referenced her previous role in addressing migration issues. Her remarks also fueled debate across social media.
According to the Department of Homeland Security, ICE officers had been conducting surveillance in Biddeford, Maine. Officials said they were seeking a migrant with a deportation order. DHS alleged that Guerrero left the residence in a vehicle, and officers attempted to stop him.
DHS alleged that Guerrero did not stop and instead attempted to flee. The agency said officers feared for public safety. An officer then fired his weapon. Guerrero later succumbed to his injuries.
An eyewitness described the incident to the Portland Press Herald. The witness said the vehicle appeared to be moving toward the officers. He reported hearing multiple gunshots shortly afterward. Authorities are still reviewing the circumstances.
The Maine shooting followed another fatal ICE incident in Houston. Harris had also criticized that operation earlier. She has repeatedly called for greater accountability in immigration enforcement. Federal authorities have not shared the outcome of either investigation.
